JOIN THE TEAM

Election Integrity & Secure Voting

  • As Governor, I will support legislation requiring Voter ID for all forms of voting, including in-person, absentee, and mail-in ballots. Identification requirements will be implemented consistent with equal-protection principles under Colo. Const. art. II, § 25, and will include a free, state-issued voter identification card available through the Department of Revenue under C.R.S. § 42-2-301 et seq.

     

    My administration will ensure that ID access is universal—particularly for seniors, rural residents, military voters, and Coloradans with disabilities—to guarantee that security does not come at the expense of accessibility.

  • I will direct the Secretary of State, pursuant to C.R.S. § 1-2-602, to conduct mandatory annual voter list maintenance using cross-state data verification, death records, change-of-address filings, and federal election-administration databases. Counties will be required to certify compliance and provide public reports of maintenance actions.

     

    This policy strengthens election accuracy, prevents duplicate or outdated records from remaining active, and ensures list integrity consistent with federal requirements under the National Voter Registration Act (52 U.S.C. § 20507).

  • My administration will implement standardized chain-of-custody rules for ballots, equipment, and drop boxes under C.R.S. § 1-7.5-103. All ballot transfers—whether from drop boxes, vote centers, or county storage facilities—will require logged documentation, timestamping, and bipartisan transport teams.

     

    We will expand public access to chain-of-custody logs, camera feeds, and custody certifications to ensure complete transparency. These measures reinforce confidence that ballots are secure from the moment they are cast until the moment they are counted.

  • To strengthen public trust, I will require bipartisan participation in every major component of election administration, including ballot processing, signature verification, adjudication, tabulation, and post-election audits. County clerks will be required to appoint bipartisan teams under C.R.S. § 1-7-501, and observers will have guaranteed access consistent with security protocols.

Veterans & Senior Citizens

  • As Governor, I will work with the Colorado Department of Human Services and the Department of Military and Veterans Affairs under C.R.S. § 28-5-102 to expand access to long-term care, memory care, mental health treatment, and VA-partnered medical facilities. My administration will increase state support for existing Veterans Community Living Centers and promote the development of satellite clinics in underserved rural regions.

     

    I will also advocate for expanded federal-state partnerships with the U.S. Department of Veterans Affairs to reduce wait times, improve care coordination, and ensure veterans receive the benefits and medical services they are owed.

  • I will establish a Veterans Job Transition Program through the Department of Labor and Employment under C.R.S. § 8-70-113 to connect veterans with high-paying careers in construction, energy, manufacturing, advanced technology, transportation, and skilled trades. The program will include:

    • credit for military experience,

    • fast-track certifications,

    • employer incentives for veteran hiring, and

    • guaranteed interview pathways for qualified applicants.

     

    Colorado’s veterans possess leadership, discipline, and technical expertise. My administration will leverage those strengths to build a stronger workforce and expand economic opportunity statewide.

  • As Governor, I will support legislation freezing property taxes for seniors living on fixed incomes under C.R.S. § 39-3-203 and expand eligibility for Colorado’s Senior Homestead Exemption. My administration will ensure seniors are not priced out of their homes due to rising property values or local tax increases.

     

    I will also direct the Department of Local Affairs to assist counties in implementing senior property-tax stabilization programs to ensure fair valuation and predictability for retirees.

  • I will direct the Attorney General and the Department of Regulatory Agencies to strengthen enforcement against elder fraud, predatory scams, financial exploitation, and abuse under C.R.S. § 18-6.5-103. My administration will expand public reporting tools, require financial institutions to notify protective services of suspected abuse, and establish a statewide Elder Protection Task Force.

     

    Protecting seniors from fraud is both a legal obligation and a moral responsibility. My administration will ensure every case is taken seriously and handled swiftly.

  • As Governor, I will expand housing and supportive services for homeless and at-risk veterans through coordination with the Colorado Division of Housing under C.R.S. § 24-32-703. My administration will support:

    • transitional housing programs,

    • rapid rehousing grants,

    • mental health and substance-use treatment partnerships,

    • and VA-backed supportive housing (HUD-VASH) expansions.

     

    No veteran who served this country should be left without a home. My administration will make veteran homelessness a priority and work to ensure every veteran has a stable place to live.

Cybersecurity & State/National Security

  • As Governor, I will direct the Office of Information Technology (OIT), the Department of Public Safety, and key utility partners to harden Colorado’s critical infrastructure against cyberattacks. Under the authority provided by C.R.S. § 24-37.5-401, my administration will implement real-time monitoring systems, enforce mandatory incident reporting, and require infrastructure operators to adopt industry-standard encryption and resiliency protocols.

     

    Colorado’s energy grid, water treatment plants, pipelines, freight corridors, and public transit systems are prime targets for sophisticated cyberattacks. Protecting them is essential to public safety and economic stability.

  • I will establish a Colorado Cyber Defense Center to coordinate threat intelligence, cyber monitoring, and emergency response across state agencies, local governments, and private-sector partners. This center will function as a central command hub for real-time threat detection, modeling its mission after federal best practices under CISA.

     

    The Center will house multidisciplinary teams—cyber analysts, digital forensics specialists, and emergency-response coordinators—to ensure Colorado can detect threats early and respond within minutes, not days. As Governor, I will make Colorado a national leader in cyber readiness.

  • My administration will mandate annual cybersecurity audits for every state agency under C.R.S. § 24-30-1502, requiring full compliance with modern security benchmarks such as NIST 800-53 and Zero-Trust Architecture. Any agency that fails to meet standards will be required to implement a corrective action plan, with quarterly progress reporting directly to the Governor’s Office.

    I will work with the Legislature to prohibit foreign adversaries—such as China, Russia, Iran, and any nation identified as a threat by federal intelligence agencies—from purchasing or leasing agricultural land, water rights, critical infrastructure, or property within proximity to military bases and intelligence facilities. This includes enhanced reporting requirements under C.R.S. Title 38 and expanded enforcement mechanisms under state security statutes.

     

    Foreign ownership of strategic land is not just an economic issue—it’s a national security risk. As Governor, I will ensure Colorado’s resources and critical assets are protected from geopolitical exploitation.

Immigration & Ending Sanctuary Policies

  • As Governor, I will work with the General Assembly to repeal statutory provisions and local policies that prevent cooperation with federal immigration enforcement in cases involving violent or repeat offenders. Under the authority granted by C.R.S. § 24-33.5-412, I will direct state law enforcement agencies to honor lawful detainer requests for individuals who pose a threat to community safety.

     

    My administration will restore accountability by ensuring that violent offenders are not released back into Colorado communities due to political sanctuary directives that put ideology ahead of public safety.

  • I will require all state and local law enforcement agencies to cooperate with federal immigration authorities—including ICE and DHS—whenever an arrested individual is suspected of being unlawfully present and is charged with a crime. This includes information-sharing, notification requirements, and coordinated custodial transfers under 8 U.S.C. § 1373.

     

    Cooperation between state and federal authorities is essential to ensuring criminals are fully prosecuted and prevented from reoffending in Colorado.

  • As Governor, I will expand the Colorado Organized Crime Control Act enforcement unit under C.R.S. § 18-17-103 to target fentanyl pipelines, cartel-linked trafficking rings, and organized human smuggling networks operating in or through Colorado. My administration will establish a Border-Related Crime Strike Force in partnership with sheriffs, district attorneys, and federal agencies.

     

    Criminal enterprises exploiting the southern border directly impact Colorado. I will give law enforcement the resources and legal tools needed to dismantle these networks and prosecute offenders aggressively.

  • I will support legislation clarifying that individuals unlawfully present in the United States are not eligible for state-funded benefits except where required by federal law. This includes limiting access to taxpayer-funded programs under C.R.S. Title 26 (Human Services) and C.R.S. Title 25.5 (Health Care Policy & Financing).

     

    Colorado’s safety net must serve citizens, lawful residents, seniors, veterans, and families who follow the law—not incentivize unlawful entry or abuse of state programs.

  • My administration will expand grants, training, and technology to support local law enforcement’s ability to identify criminal threats, coordinate with federal agencies, and maintain safe communities. This includes funding for:

    • cross-jurisdictional data systems,

    • investigative task forces,

    • body-worn camera upgrades,

    • training on trafficking interdiction, and

    • officer safety and equipment improvements.

     

    Under C.R.S. § 24-33.5-512, I will prioritize these resources for communities most impacted by border-related criminal activity.

Agriculture & Rural Colorado

  • As Governor, I will aggressively defend Colorado’s water rights under the Colorado River Compact and the Prior Appropriation Doctrine. My administration will direct the Colorado Water Conservation Board, under C.R.S. § 37-60-101, to strengthen interstate negotiation positions, enhance water-availability modeling, and oppose any federal action that jeopardizes Colorado’s allocations or attempts to federalize state-controlled water.

     

    I will also support legislation strengthening anti-speculation protections to prevent out-of-state financial groups and non-agricultural entities from acquiring Colorado water rights for investment purposes. Our water belongs to the people of Colorado—not Wall Street, not hedge funds, and not federal bureaucrats.

  • I will accelerate rural broadband deployment through the Colorado Broadband Office under C.R.S. § 24-37.5-119, prioritizing underserved counties, farms, and agricultural operations. My administration will expand grants, remove permitting barriers, and incentivize public-private partnerships to deliver high-speed internet to every corner of the state.

     

    Reliable broadband is essential for modern agriculture, telemedicine, small businesses, and rural education. No community should be left behind because of geography.

  • As Governor, I will expand wildfire-mitigation and forest-management initiatives under C.R.S. § 23-31-312, including fuel-reduction projects, targeted grazing permissions, controlled burns, watershed restoration programs, and improved coordination between state, federal, and tribal land managers.

  • I will require state agencies to conduct agricultural impact assessments under C.R.S. § 24-4-103 before adopting rules that affect farms, ranches, or livestock producers. My administration will eliminate duplicative regulations, streamline licensing, and ensure that environmental and labor standards are implemented without crippling small family operations.

Energy, Water, & Environment

  • As Governor, I will support an all-of-the-above energy strategy that expands renewable sources like wind, solar, and geothermal while maintaining the vital role of oil, gas, hydroelectric power, and emerging technologies such as modular nuclear and advanced storage systems. Under C.R.S. § 24-38.5-101, my administration will coordinate with utilities, producers, and technology innovators to ensure energy reliability and affordability.

  • Colorado is a headwater state—and as Governor, I will prioritize our legal rights under the Colorado River Compact and related interstate agreements. My administration will direct the Colorado Water Conservation Board (C.R.S. § 37-60-101) to expand water modeling, strengthen drought preparedness, and ensure Colorado receives its full legal allocation in Western water negotiations.

  • As Governor, I will significantly expand wildfire-prevention and forest-management initiatives under C.R.S. § 23-31-312, including:

    • increased controlled burns,

    • fuel-reduction projects,

    • expanded hotshot and aerial resources,

    • community wildfire protection plans, and

    • improved interagency coordination with federal partners.

  • I will support legislation prohibiting large investment firms and speculative buyers from acquiring agricultural water rights for non-agricultural use. Under C.R.S. § 37-92-305, my administration will ensure water-court protections are strengthened to prevent permanent dry-ups of farmland through speculative transfers.

Education & Parental Rights

  • As Governor, I will enact a statutory Parents’ Right to Know framework requiring every public school district to provide full, timely access to curriculum, instructional materials, library inventories, learning objectives, and district policies, consistent with C.R.S. § 22-1-104.

     

    My administration will require districts to publish all materials online in a searchable format, ensuring parental review before content is taught. Parents have a constitutional right to direct the upbringing and education of their children under Colo. Const. art. II, § 3, and I will ensure that right is respected in every school.

  • I will support legislation enabling parents to choose the best educational environment—public, charter, magnet, online, homeschool, or private—while ensuring that funding follows the student, consistent with C.R.S. § 22-54-101 et seq.   • As Governor, I will support statutory updates to C.R.S. § 22-7-1005 to establish clear, age-appropriate content standards for kindergarten through sixth grade. This will prevent the introduction of sexually explicit or developmentally inappropriate materials in elementary classrooms while ensuring academic rigor in core subjects.

  • My administration will propose amendments to C.R.S. § 44-40-111 to allocate a defined portion of lottery proceeds toward expanding vocational and technical training facilities—including trade schools, certificate programs, and regional workforce centers.

  • I will direct the Departments of Labor and Education to expand apprenticeship pathways and establish a statewide Skilled Trades Scholarship Program under C.R.S. § 23-3.3-401. Scholarships will prioritize high-demand fields such as welding, HVAC, electrical, pipefitting, cybersecurity, and advanced manufacturing.

     

    My administration will partner with industry leaders to guarantee interview opportunities, paid training tracks, and stable career pipelines so students graduate with skills that lead to immediate employment.

  • As Governor, I will prioritize salary increases for teachers—not bureaucrats—by requiring districts to reduce excessive administrative overhead under C.R.S. § 22-44-204. My administration will support reforms that redirect dollars into classrooms, including caps on non-instructional spending growth and audits of district management structures.

Government Accountability & Transparency

  • As Governor, I will take action to ensure full performance, financial, and statutory-compliance audits of every executive agency are promptly conducted upon taking office. This will include an evaluation of spending practices, regulatory overlap, contract inefficiencies, and whether agencies are meeting their legal obligations. All agencies will be required to provide data and internal records pursuant to C.R.S. § 24-72-203 to ensure full transparency during the audit.

     

    This initiative fulfills my constitutional responsibility under Colo. Const. art. IV, § 2 to ensure the laws are faithfully executed, and it restores public confidence by requiring measurable corrections where deficiencies are found. Under my administration, audit findings will be made publicly available, and agencies that fail to implement required reforms will face budgetary consequences under C.R.S. § 24-37-201.

  • I will direct the Department of Personnel & Administration to expand and modernize the Colorado Transparency Online Project (TOPS) under C.R.S. § 24-72.4-103 into a real-time public dashboard showing expenditures, contracts, grant disbursements, staffing metrics, and agency performance indicators. All contracts above $10,000 will be required to appear on the dashboard.

     

    This dashboard will fulfill the constitutional expectation of open governance under Colo. Const. art. V, § 29, giving every Coloradan the ability to monitor government activity without barriers. Under my administration, transparency will not be optional or symbolic — it will be immediate, enforceable, and comprehensive.

    If elected, I will work to expand Colorado’s whistleblower protections to cover contractors, local government employees administering state funds, and workers in quasi-governmental entities. My administration will establish an independent Whistleblower Protection Office to receive confidential disclosures and ensure retaliation is met with strict civil penalties under C.R.S. § 24-50.5-105.

     

    This policy reinforces constitutional due-process protections under Colo. Const. art. II, § 25 and encourages employees to report misconduct without fear of career harm. Whistleblower reports will be reviewed by the State Auditor to ensure follow-through and public accountability.

  • Under my administration, each department will be required to establish measurable annual performance goals—covering statutory duties, fiscal stewardship, customer service standards, and efficiency benchmarks—pursuant to the SMART Government Act (C.R.S. § 2-7-103). Departments will publish mid-year and year-end progress reports, which will appear on the public transparency dashboard.

     

    This policy reinforces the constitutional standard that public officials remain accountable to the people (Colo. Const. art. II, § 1) and ensures departments demonstrate quantifiable results for taxpayer-funded programs. Non-compliant agencies will be subject to legislative hearings and budgetary review by the Joint Budget Committee.

Housing & Cost of Living

  • If elected Governor, I will urge all municipalities to adopt expedited permitting standards for residential construction under C.R.S. § 29-20-201. Local governments will be required to approve or deny complete applications within clear statutory timeframes. I will direct the Department of Local Affairs (DOLA) to develop model permitting frameworks and provide technical assistance to streamline zoning reviews, environmental clearances, and utility coordination.

     

    This reform reflects the State’s responsibility to promote the “general welfare” under Colo. Const. art. II, § 3. By accelerating housing development while maintaining essential safety requirements, my administration will lower construction costs, increase supply, and help stabilize home prices across Colorado.

  • My administration will order a comprehensive regulatory review under C.R.S. § 24-4-103.5 to identify building, environmental, and energy mandates that significantly increase construction costs without delivering measurable improvements to safety or environmental outcomes. As Governor, I will recommend repeal or modification of unnecessary mandates and require cost-benefit analyses before new regulations are adopted.

  • As Governor, I will require every state or local agency proposing a new fee or fee increase to undergo a full TABOR compliance review under C.R.S. § 24-77-102 to determine whether the charge is actually a tax that requires voter approval. Agencies will be required to publicly disclose the purpose of each fee, projected revenue, and the specific programs that will receive the funds before implementation.

     

    This policy defends the Taxpayer’s Bill of Rights (Colo. Const. art. X, § 20) and prevents government from using disguised revenue mechanisms that drive up the cost of homeownership, utilities, and essential services. My administration will close loopholes that circumvent voter oversight.

  • I will support legislation expanding earned-income tax credits, preserving the senior homestead exemption under C.R.S. § 39-3-203, and authorizing inflation-based caps on property taxes for owner-occupied homes. These measures will be funded through administrative efficiencies, elimination of overspending in non-essential programs, and revenue stabilization mechanisms under C.R.S. § 24-75-219.

  • My administration will direct the Division of Insurance, under C.R.S. § 10-1-108, to conduct market analyses, restrict excessive rate practices, and create competitive reinsurance mechanisms to stabilize homeowner premiums. Colorado must attract new insurers into the market, reduce regulatory bottlenecks, and expand risk-pooling programs—especially in rural and wildfire-prone regions.

     

    This policy fulfills the State’s responsibility to maintain fair, competitive insurance markets and protects homeowners from unjustified premium spikes, consistent with the constitutional prohibition on discriminatory practices (Colo. Const. art. II, § 29). Stabilizing the insurance market is essential to long-term homeownership and affordability.

Jobs, Taxes, & Economic Growth

  • As Governor, I will support a responsible and phased reduction of the state income tax rate under C.R.S. § 39-22-104 when verified revenue surpluses exist and when reductions comply with voter-approval requirements under Colo. Const. art. X, § 20(3)(a). Any future tax cuts under my administration will be tied to performance-based budgeting outcomes and certified by the State Controller pursuant to C.R.S. § 24-30-204.

     

    My approach balances economic competitiveness with essential public services. It satisfies the constitutional requirement that government spending grow no faster than inflation and population (Colo. Const. art. X, § 20(7)) and ensures tax relief never compromises public safety, education, or core state functions.

  • If elected, I will veto any legislation that attempts to impose any new fee(s) or enterprise(s) upon the citizens of Colorado and advocate for rolling back all previous fees and enterprises that have cost Coloradans million in taxes otherwise but-for the "fees" loophole. My administration will also prohibit agencies from structuring de facto taxes as “special fees."

     

    This reform enforces the original purpose of TABOR: preventing government from imposing financial burdens without voter authorization. As Governor, I will ensure agencies cannot bypass constitutional limits through hidden or mislabeled revenue mechanisms.

  • My administration will clarify that environmental, social, and governance (ESG) frameworks cannot be mandated as a condition of licensure, contracting, or insurance eligibility. State agencies will be prohibited from penalizing businesses that decline to adopt ESG scoring systems. Financial institutions operating in Colorado must also certify nondiscrimination consistent with C.R.S. § 11-103-101.

    If elected Governor, I will prioritize economic development incentives for advanced manufacturing, clean-tech production, and outdoor-recreation industries under C.R.S. § 24-48.5-101 et seq. These incentives will include targeted tax credits, expedited permitting support, and eligibility for job-retention workforce grants.

Law & Order / Public Safety

  • As Governor, I will require the Department of Public Safety to conduct statewide staffing and training assessments under C.R.S. § 24-33.5-401 et seq. to identify shortages in patrol coverage, investigative capacity, and officer safety resources. My administration will direct targeted funding—through reallocation of existing appropriations and Byrne JAG grant matches (34 U.S.C. § 10151)—to ensure that every community has adequately staffed and properly equipped peace officers.

     

    This policy fulfills my constitutional duty under Colo. Const. art. IV, § 2 to “take care that the laws be faithfully executed” and ensures law enforcement agencies possess the resources necessary to respond to violent crime, property offenses, and emerging threats. My administration will publish annual staffing benchmarks and training-compliance reports for every jurisdiction to ensure transparency and accountability.

  • My administration will propose legislation prohibiting automatic release or non-custodial sentencing for individuals with multiple violent-offense convictions, as defined under C.R.S. § 24-33.5-412(1). Courts will retain judicial discretion but must provide written findings when deviating from recommended custodial sentences in cases involving repeat violent offenders or defendants posing a demonstrable threat to public safety.

     

    This reform aligns with the constitutional obligation to secure the “safety and happiness” of the people (Colo. Const. art. II, § 2) and ensures proportional penalties consistent with People v. I will pursue enhanced penalties for trafficking quantities exceeding statutory thresholds under C.R.S. § 18-18-405.5, while expanding treatment diversion for non-violent addiction cases.

     

    This policy recognizes Colorado’s fentanyl crisis as both a criminal and public-health emergency. My administration will integrate enforcement with treatment programs administered by the Behavioral Health Administration (C.R.S. § 27-60-104) to reduce overdoses, disrupt distribution networks, and ensure rapid access to detox and recovery services statewide.
