As part of his missionary work, Victor has traveled to some of the most dangerous parts of the world, many of which were under 100% ISIS-controlled terroritories at the time Victor embarked on his rescue missions. Naturally, Victor carried a weapon for self-protection as did his team members. Victor has not ever stated that his work abroad was government-sanctioned, nor has he said the purpose for which he was overseas was to carry out actions on behalf of the United States government, the U.S. Department of Defense, any agency, or any branch of the Armed Forces.

Due to facing insurgency and threats against his life and the lives of team members while carrying out his missionary work, Victor has engaged enemy combatants; doing so was not the result of the intended work to be performed on his missions but rather, a consequence ancillary to his work.
